(RT) – Dozens of Texas drivers have been stopped at a police road block, where they were then directed into a parking lot and forced into surrendering blood, saliva and breath samples in a study that has upset civil liberties advocates.

The National Highway Traffic Safety Administration admitted it was attempting to conduct a government study meant to determine the number of drunk or drug-impaired drivers on the road at any given time.

It just doesn’t seem right that you can be forced off the road when you’re not doing anything wrong,” Kim Cope, who said she was forced to the side of the road while making her way to lunch, told NBCDFW.com. “I gestured to the guy in front that I just wanted to go straight, but he wouldn’t let me and forced me into the parking spot.”

The tests were made even more mysterious when reporters, alerted to the situation by concerned drivers, were unable to find any officers in the Fort Worth Police Department who had been involved. The NHTSA only admitted its involvement after local media sought answers.

The department, which says its mission is to “save lives, prevent injuries, and reduce vehicle-related crashes,” maintains that participation in the research was completely voluntary. But Ms. Cope said she felt trapped during what seemed to be an investigation.

“I finally did the breathalyzer test just because I thought it would be the easiest way to leave,” she said. “It just doesn’t seem right that they should be able to do any of it. If it’s voluntary, it’s voluntary, and none of it felt voluntary.”

When pressed, the FWPD said it was “reviewing the actions of all police personnel involved to ensure that FWPD policies and procedures were followed.” The NBC affiliate was able to determine that the Pacific Institute for Research and Evaluation, a government contractor, was hired to conduct the check.

An NHTSA spokesperson admitted similar programs were being conducted in 30 other cities throughout the US.
But civil liberties attorney Frank Colosi does not accept the rationale.

You can’t just be pulled over randomly or for no reason,” he said. “They’re essentially lying to you when they say it’s completely voluntary, because they’re testing you at that moment.”

He added that drivers who refused may have been targeted by police for inadvertently giving the impression they were operating a vehicle under the influence. He also told NBC that fine print on the form told drivers their breath was being tested by “passive alcohol sensor readings before the consent process has been completed.”

This oddity comes just months after Texas state troopers were caught on video conducting vaginal and cavity searches on female drivers at the side of the road. The videos quickly went viral, and attorneys for the women filed federal lawsuits against the troopers.

It’s ridiculous,” Peter Schulte, a former Texas police officer and prosecutor, told the New York Daily News earlier this year. “I was a law enforcement officer for 16 years and I never saw anything like it.

For the first time in history the U.S. Army will host the Communist Peoples Republic of China’s Army on American soil Nov. 12-14, 2013.

But don’t worry while Chinese soldiers will have boots on the ground in Hawaii, they are only really “simulating”.

“Simulating humanitarian assistance and disaster relief to a fictional third country”.

You can’t make this stuff up whenGridEx 2 is doing it for you.

GridEx 2 (there was already a GridEx 1in November of 2011) is a massive ‘emergency drill’ planned to take place across the whole of North America with thousands of utility workers, business executives, National Guard officers, FBI antiterrorism experts and officials from government agencies, in the United States, Canada and Mexico (who) are preparing for an emergency drill in November that will simulate physical attacks and cyberattacks that could take down large sections of the power grid. (New York Times, Aug. 16, 2013).

The exercise is touted as a unified move “to test the resiliency of the U.S. power grid to withstand major damage causes by a natural disaster or deliberate attack”.

“Fears about the possible detonation of a nuclear warhead in the skies about the United States, for the purposes of creating an electromagnetic pulse aimed at sizzling electronics on the ground, have led a number of public figures to call for significant steps to strengthen the power grid.  Ex-CIA head R. James Woolsey is planing a campaign to convince state governments to pass laws requiring utilities to harden their electronics against potential EMP attacks.

“A key objective of GridEx 2 is to learn how governments would handle a loss of electrical power that is large enough to drastically affect the delivery of common and essential goods and services.” (NYT)

Hoping that the U.S., Canada or Mexico aren’t GridEx 2’s “fictional third country” and that the soldiers out on reconnaissance in Blue Hawaii don’t stamp ‘Made in China’ on it.

The New York Times reported on GridEx 2’s massive, Nov. 13-14 drill on August 16,  but never mentioned the participation of the Peoples Republic of China’s Army.

China’s Xinhua Agencies kicked in on November 6 reporting that American and Chinese soldiers will train together in the November exercise.

“The US military Pacific Commander, Samuel Locklear, said here Tuesday that a joint humanitarian assistance and disaster relief exercise to be held this month helps improve the relationship between the United States and China.” (Xinhua Agencies, Nov. 6, 2013)

”Locklear told a news briefing that the Pacific Command’s Army component commander in Hawaii has been looking forward to the Nov. 12-14 exercises “for some time”, as the Army will host the People’s Liberation Army soldiers of China to train together in a field environment, simulating humanitarian assistance and disaster relief to a fictional third country.

“Summing up his expectations for the joint exercise, Locklear said both militaries can learn something in disaster management and “better prepare tomorrow than yesterday”.

“In relation to our ability to do this with our Chinese counterparts”, he said, “this kind of exercise gives us a place to start, and get into the rhythm of understanding and trusting each other.”

“The joint exercise was announced during an August visit to Washington by Chinese Minister of National Defense Chang Wanquan, as China and the United States expand their military-to-military relationship and explore cooperation opportunities in non-traditional security areas.”

On August 19, Defense Secretary Chuck Hagel escorted China Minister of National Defense Gen. Wanquan during an honor cordon at the Pentagon.

In a same day press conference, Gen. Wanquan said China’s military has never supported any hacker actions, expressing at the joint press conference that the cyber space is a new field and cyberspace security threats have become a world wide problem. “China is one of the major victims of hacker attacks, suffering serious threats from network attacks,” he said.

Meanwhile, let’s hope the last one out of the GridEx 2 simulation exercise turns North America’s lights back on.

China Deploys New Bomber with Long-Range Land Attack Missile

China’s military recently deployed an upgraded strategic bomber that will carry themilitary’s new long-range land attack cruise missile, capable of attacking Hawaii and Guam, according to a draft congressional report.

The Oct. 8 draft of the forthcoming report of the U.S.-China Economic and Security Review Commission also reveals that China has developed a new armed drone nearly identical to U.S. military’s Reaper. The Chinese missile-firing drone likely was developed through Chinese cyber espionage against U.S. defense contractors.

(JournalPioneer) – HALIFAX – The Canadian Armed Forces will participate in an annual joint U.S.-Canada military exercise termed Exercise Frontier Sentinel 2013 from Oct. 26 to Nov. 5.

The exercise will take place in various locations throughout the Maritime provinces, including P.E.I. and along parts of the U.S. Eastern Seaboard.
Exercise Frontier Sentinel 2013 is a Joint Task Force Atlantic – led exercise, involving all three elements of the Canadian Armed Forces, the Royal Canadian Navy, Canadian Army and Royal Canadian Air Force-in addition to the United States Navy, United States Coast Guard and several other government departments.

This exercise will be conducted as a full-scale live exercise, which will require the use of military and law enforcement aircraft, vessels and land vehicles. Safety precautions have been taken to prevent risk to the general public and the personnel involved

(NY TIMES) – WASHINGTON — The electric grid, as government and private experts describe it, is the glass jaw of American industry. If an adversary lands a knockout blow, they fear, it could black out vast areas of the continent for weeks; interrupt supplies of water, gasoline, diesel fuel and fresh food; shut down communications; and create disruptions of a scale that was only hinted at by Hurricane Sandy and the attacks of Sept. 11.

This is why thousands of utility workers, business executives, National Guard officers, F.B.I. antiterrorism experts and officials from government agencies in the United States, Canada and Mexico are preparing for an emergency drill in November that will simulate physical attacks and cyberattacks that could take down large sections of the power grid.

They will practice for a crisis unlike anything the real grid has ever seen, and more than 150 companies and organizations have signed up to participate.

“This is different from a hurricane that hits X, Y and Z counties in the Southeast and they have a loss of power for three or four days,” said the official in charge of the drill, Brian M. Harrell of the North American Electric Reliability Corporation, known as NERC. “We really want to go beyond that.”

One goal of the drill, called GridEx II, is to explore how governments would react as the loss of the grid crippled the supply chain for everyday necessities.

“If we fail at electricity, we’re going to fail miserably,” Curt Hébert, a former chairman of the Federal Energy Regulatory Commission, said at a recent conference held by the Bipartisan Policy Center.

Mr. Harrell said that previous exercises were based on the expectation that electricity “would be up and running relatively quick” after an attack.

Now, he said, the goal is to “educate the federal government on what their expectations should or shouldn’t be.” The industry held a smaller exercise two years ago in which 75 utilities, companies and agencies participated, but this one will be vastly expanded and will be carried out in a more anxious mood.

Most of the participants will join the exercise from their workplaces, with NERC, in Washington, announcing successive failures. One example, organizers say, is a substation break-in that officials initially think is an attempt to steal copper. But instead, the intruder uses a USB drive to upload a virus into a computer network.

The drill is part of a give-and-take in the past few years between the government and utilities that has exposed the difficulties of securing the electric system.

The grid is essential for almost everything, but it is mostly controlled by investor-owned companies or municipal or regional agencies. Ninety-nine percent of military facilities rely on commercial power, according to the White House.

The utilities play down their abilities, in comparison with the government’s. “They have the intelligence operation, the standing army, the three-letter agencies,” said Scott Aaronson, senior director of national security policy at the Edison Electric Institute, the trade association of investor-owned utilities. “We have the grid operations expertise.”

That expertise involves running 5,800 major power plants and 450,000 miles of high-voltage transmission lines, monitored and controlled by a staggering mix of devices installed over decades. Some utilities use their own antique computer protocols and are probably safe from hacking — what the industry calls “security through obscurity.”

But others rely on Windows-based control systems that are common to many industries. Some of them run on in-house networks, but computer security experts say they are not confident that all the connections to the public Internet have been discovered and secured. Many may be vulnerable to software — known as malware — that can disable the systems or destroy their ability to communicate, leaving their human operators blind about the positions of switches, the flows of current and other critical parameters. Experts say a sophisticated hacker could also damage hard-to-replace equipment.

In an effort to draw utilities and the government closer, the industry recently established the Electricity Sub-Sector Coordinating Council, made up of high-level executives, to meet with federal officials. The first session is next month.

Preparation for the November drill comes as Congress is debating laws that could impose new standards to protect the grid from cyberattacks, but many in the industry, some of whom would like such rules, doubt that they can pass.

The drill is also being planned as conferences, studies and even works of fiction are raising near-apocalyptic visions of catastrophes involving the grid.

National Academy of Sciences report last year said that terrorists could cause broad hardship for months with physical attacks on hard-to-replace components. An emerging effort led in part by R. James Woolsey, a former director of the Central Intelligence Agency, is gearing up to pressure state legislatures to force utilities to protect equipment against an electromagnetic pulse, which could come from solar activity or be caused by small nuclear weapons exploded at low altitude, frying crucial components.

An attack using an electromagnetic pulse is laid out in extensive detail in the novel “One Second After,” published in 2009 and endorsed by Newt Gingrich. In another novel,“Gridlock,” published this summer and co-written by Byron L. Dorgan, the former senator from North Dakota, a rogue Russian agent working for Venezuela and Iran helps hackers threaten the grid. In the preface, Mr. Dorgan says such an attack could cause 10,000 times as much devastation as the terrorists’ strikes on Sept. 11, 2001.

Despite the growing anxiety, the government and the private sector have had trouble coordinating their grid protection efforts. The utility industry argues that the government has extensive information on threats but keeps it classified. Government officials concede the problem, and they have suggested that some utility executives get security clearances. But with hundreds of utilities and thousands of executives, it cannot issue such clearances fast enough. And the industry would like to be instantly warned when the government identifies Internet servers that are known to be sources of malware.

Another problem is that the electric system is so tightly integrated that a collapse in one spot, whether by error or intent, can set off a cascade, as happened in August 2003, when a power failure took a few moments to spread from Detroit to New York.

Sometimes utility engineers and law enforcement officials also seem to speak different languages. In his book “Protecting Industrial Control Systems From Electronic Threats,” Joseph Weiss, an engineer and cybersecurity expert, recounted a meeting between electrical engineers and the F.B.I. in 2008. When an F.B.I. official spoke at length about I.E.D.’s, he was referring to improvised explosive devices, but to the engineers the abbreviation meant intelligent electronic devices.

And experts fear government-sponsored hacking. Michael V. Hayden, another former C.I.A. director, speaking at the Bipartisan Policy Center conference, said that the Stuxnet virus, which disabled some of Iran’s centrifuges for enriching uranium, might invite retaliation.
