(Mikael Thalen) – The Seattle Police Department is preparing to purchase a new facial recognition software program with a federal grant from the Department of Homeland Security.

Set to be purchased next month, the software will reportedly be used to scan and compare surveillance video to the city’s mugshot database.

With the city facing mounting opposition for several other privacy issues, police were quick to claim that the software would only be used when surveillance video of a suspected crime was obtained.

“An officer has to reasonably believe that a person has been involved in a crime or committed a crime,” Seattle Police Asst. Chief Carmen Best said.

Despite reassurances from the city and police, surveillance-weary residents pointed to the city’s continued abuses with surveillance technology.

“I think the Seattle Police Department have a well earned reputation for distrust by the public,” privacy advocate Phil Mocek said during a city council meeting Wednesday.

One group in particular, the Seattle Privacy Coalition, compared the city’s actions to the federal government’s never-ending domestic surveillance rollout.

“You got kind of a small-scale Seattle version of the dragnet surveillance that’s happening nationally that’s been in the news the last year,” said David Robinson of the Seattle Privacy Coalition.

When asked if the federal government would be given access to information collected, Seattle City Councilmember Bruce Harrell argued that the city would need to share its data to protect the country from potential terrorists.

“There may be times where the federal government may want to look at that database,” Harrell said. “That may be very appropriate if we have international terrorists here that might have committed a misdemeanor.”

While promising to focus the new software on suspected criminals only, papers released by WikiLeaks in 2012 revealed Seattle’s secret participation in TrapWire, a sophisticated facial recognition program run through the city’s CCTV cameras. Given that the Seattle government willingly scanned the faces of countless innocent residents without their knowledge, few trust the new pledge to suddenly use the technology in a lawful manner.

Although the city claims it will release regular reports regarding data requests made by outside agencies, several recent reports already show that the city is sharing innocent individuals’ data with Homeland Security.

Exclusive documents released by Storyleak and Infowars last November revealed that Seattle’s Homeland Security-funded mesh network, which siphons unsuspecting cell phone users data while traveling through the downtown area, is directly tied into the city’s DHS-runFusion Center.

Documents also revealed how the city’s vast collection of surveillance cameras are tied directly into the mesh network, which can be viewed and controlled remotely from inside police vehicles. Despite Assistant Police Chief Paul McDonagh claiming last year that no video footage collected could be kept for more than 30-days, a specification spreadsheet revealed the city’s early proposal request for “at least 60-day archival recording capacity.”

The mesh network is directly linked into 30 Port of Seattle surveillance cameras as well, reportedly installed to protect the area from acts of terrorism. Unsurprisingly, residents quickly noted that multiple cameras were facing inward toward Seattle homes, an “accident” later fixed by city officials.

Although the mesh network was deactivated following public outcry, the system is set to be turned back on as the city continues to push all possible surveillance technologies on the public.

Last year, Seattle police announced that several precincts would begin implementingpredictive policing software, a program that combines advanced mathematical algorithms with crime data to predict where crimes will occur down to a 500-square-foot area. While the program has thus far remained under the radar, police deny claims by civil liberties advocatesthat the program will be used directly on individuals.

Although the city has successfully implemented several surveillance programs, residents have stopped several as well. Seattle police were forced to return two drones, purchased with an $82,000 federal grant, after civil liberties activists voiced harsh opposition to the program last year.

Despite the government’s continued claim of needing vast surveillance capabilities to protect the public from terrorism, which kills less people annually than bee stings, fewer and fewer Americans are supporting the notion, especially in light of the government’s public support of Al Qaeda jihadists in Syria.

Despite rising unemployment, record number of people on public assistance, the US Government via the Department of Homeland Security’s Immigration & Customs Enforcement (ICE) has placed a solicitation for more sniper ammo, in this order – they are requesting 141,160 rounds of ammunition (7,058 boxes) of Hornady .308 Winchester 168gr A-MAX TAP Ammunition.

This is not their first foray into purchasing sniper ammunition. In September 2012,we reported DHS’s intent to purchase 176,000 rounds of the .308 caliber 168 grain ammunition. And surprisingly, they abruptly cancelled the solicitation.

There has been no further requests for the ammunition until recently.

What makes the .308 ammunition so deadly is the long range capability of the round. The ability is called ballistic coefficient, or the efficiency of a projectile in overcoming air resistance as it travels to its target. According to Speer Reloading Manual Number 13, the .308 165 grain has the highest coefficient of any hunting rifle round:

2nd amendment advocates depicted as domestic terrorists during drill

(Kurt Nimmo) – Last January, Infowars reported on a “safety” exercise involving police, national guard and emergency management officials in Portsmouth, Ohio. The premise of that exercise was that individuals “disgruntled over the government’s interpretation of the Second Amendment” plotted to use weapons of mass destruction to terrorize the local community.

On Monday the investigative non-profit Media Trackers posted documents released by the Ohio National Guard’s 52nd Civil Support Team a full year after the exercise. The documents reveal a deliberate effort to portray Second Amendment supporters as racist right-wing terrorists who use chemical weapons on school children.

“On the chalkboard as well as the tables there were several statements about protecting Gun Rights and Second Amendment rights,” a scenario document received by Media Trackers dated January 17, 2013 states. According to the fictional account used in the exercise, the leader of the Second Amendment group was a white nationalist going by the name William Pierce.

“No apology to Ohioans who supported limited government and the Second Amendment appears to be forthcoming,” writes Jesse Hathaway for Media Trackers. “Scioto County Emergency Management Agency director Kim Carver refused to comment, telling Media Trackers she was ‘not going to get into an Ohio Army National Guard issue that you have with them.’”

Ohio National Guard Communications Director James Sims II said Media Trackers had inferred the scenario demonized gun owners and Second Amendment activists.

The Department of Homeland Security’s “Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment” document leaked to Infowars in 2009 contributed to the current political environment where gun owners are increasingly demonized and portrayed as mentally ill right-wing terrorists.

The Missouri Information Analysis Center (MIAC) also produced a document in 2009 warning about the danger of a purported “Modern Militia Movement,” including the likes of Ron Paul, Bob Barr and Chuck Baldwin. MIAC and fusion centers around the country coordinated with the DHS to “collect, evaluate, analyze, and disseminate information and intelligence” on the supposed threat posed by libertarians and constitutionalists, including Second Amendment advocates. Between 2004 and 2007, the DHS provided $254 million to fusion centers engaged in surveilling Americans considered a terrorist threat by the government.

In 2013, the DHS released a report, “Hot Spots of Terrorism and Other Crimes in the United States, 1970 to 2008,” that employed the phrase “extreme right-wing, ethno-nationalist/separatist” to describe individuals and groups it claimed represented a domestic terrorist threat. The report takes its definitions from a 2011 study entitled Profiles of Perpetrators of Terrorism, produced by the National Consortium for the Study of Terrorism and Responses to Terrorism.

On May 1, 2013, Infowars posted a video portraying a mock news report produced by the Department of Homeland Security depicting American gun owners as terrorists.

The documents obtained by Media Trackers provide more evidence that the government and its counterterrorism infrastructure consider American gun owners at the top of the list of domestic terror threats.

(Kurt Nimmo) – Super Bowl XLVIII is a level one national security event declared by the Department of Homeland Security allowing Homeland Security Presidential Directive 5 to kick in. The directive means the federal government considers the game to be a possible terrorist target and provides authority for the feds to act as the lead in all security operations in New Jersey and adjacent New York.

During past games the DHS warned that terrorists would strike not only stadiums but hotels and restaurants. Intelligence officialdom said terrorists might try to enter the games by impersonating government or military officials or emergency personnel.

Possible threats, according to Ed Hartnett, former head of the New York Police Department’s Intelligence Unit, include suicide bombers. “I would list them in priority order being a suicide bomber, a vehicle laden with explosives and a mass shooter or mass shooters similar to the Kenyan mall, or the Mumbai incidents,” he told NBC News.

In addition to traditional terrorists, officials anticipate the possibility of hacktivists with political and social messages taking advantage of social media to “spread disinformation, sow confusion.”

In New Jersey this week, U.S. Customs and Border Protection agents are working around the clock to x-ray every vehicle authorized to enter the MetLife Stadium complex in East Rutherford. Not only are terrorists on the radar, but so are smugglers and drugs. The DHS is using its HCV mobile unit to monitor vehicle cargo.

“We are xraying every piece of equipment, every cargo, every beverage, seat cushion, every piece of merchandise, food… everything that is going in the stadium has to be x-rayed before it goes in,” Kevin McCabe, Chief of the U.S. Customs and Border Protection agency told Fox.

In addition to unprecedented security at the stadium, a sprawling police state apparatus will extend to airports and mass transit. The “security experience,” according to rail officials, for football fans will begin the moment they arrive at the airport with bag screening, K-9 VIPR teams, and Fourth Amendment busting random searches on trains going to and from the game.

The feds, working with local and state agencies, plan to search all bags at Secaucus Junction, a major commuter rail hub, for an expected 15,000 New Jersey Transit passengers en route to the Meadowlands station, which is located near the stadium.

Additional TSA agents will beef up searches and radiation scans at Newark’s Liberty International Airport and at New Jersey Transit and Metropolitan Transit Authority trains from hubs such as New York’s Grand Central and Penn stations.

The event will be a field day for the police and surveillance state. The FBI will dispatch analysts and weapons of mass destruction specialists to work with local authorities. New York cops and the FBI will ramp up sex trafficking operations and immigration and Customs Enforcement officers will target counterfeit vendors peddling bogus Super Bowl memorabilia.

(Paul Joseph Watson) – Is the Department of Homeland Security building a mercenary unit?

The Department of Homeland Security is to spend $19 million dollars on a private security force in Wisconsin and Minnesota, an armed unit that must have a “Top Secret” security clearance according to an official solicitation.

According to a solicitation posted on the Federal Business Opportunities website, the Federal Protective Service, a sub-agency of the DHS, intends to hire “armed Protective Security Officer (PSO) services at various locations throughout the states of Minnesota and Wisconsin.”

“The project will have a requirement for the contractor to have a Top Secret facility clearance by the start of performance,” states the FPS notice.

Unlike previous solicitations, which normally detail how the guards will be deployed to protect government buildings, the document does not divulge what role the armed security force will undertake.

The fact that the contractors being hired must have a “Top Secret” security clearance clearly suggests that the DHS is not merely seeking to hire armed guards, but Blackwater-style mercenaries who will be engaged in some kind of clandestine activity.

The notion of an armed security force operating domestically under a “Top Secret” designation, something normally reserved for foreign spying and military operations, underscores how the DHS increasingly treats America like some kind of occupied territory.

The hiring of private mercenaries with Top Secret clearances also suggests the DHS may be planning on using the contractors as cutouts who will be involved in a variety of different operations outside the purview of public and Congressional scrutiny.

For some, the idea of an ever-expanding federal government turning to a private security force with a “Top Secret” clearance will stir memories of Barack Obama’s pre-election promise to build “a civilian national security force that’s just as powerful, just as strong, just as well-funded (as the US military).”

The DHS’ purchase of over 1.6 billion rounds of ammunition over the course of the last 12 months has also prompted concerns that the feds are gearing up for trouble.

As we previously reported, the federal agency has spent large sums of money in recent weeks hiring large numbers of armed guards to protect government buildings, a development some have connected to the likelihood of civil unrest in America which could arise from food shortages linked to welfare cuts.

Fox News’ Neil Cavuto suggested that the Department of Homeland Security’s recent $80 million dollar outlay on armed guards to protect government buildings in upstate New York was related to potential food stamp riots.

The federal agency is also seeking to acquire 723,000 hours of armed guard services to protect government buildings in Arkansas and other areas.

The DHS also recently purchased half a million dollars worth of fully automatic pepper spray launchers and projectiles that are designed to be used during riot control situations.

(Paul Joseph Watson) – Homeland Security to purchase “riot expansion kits” & 240,000 pepper spray projectiles as agency prepares for domestic unrest. The Department of Homeland Security is increasing its preparations for domestic unrest by spending half a million dollars on fully automatic pepper spray launchers and projectiles that are designed to be used during riot control situations.

In an announcement of a no bid contract posted on the Federal Business Opportunities website, the federal agency signals its intention to purchase nearly 240,000 pepper spray projectiles, 100 pepper spray launchers, as well as 36 “riot expansion kits”.

The PepperBall TAC-700 pepper spray launcher “features full auto, semi-auto, or 3 round burst providing up to 700 rounds per minute,”according to the company which will provide the DHS with the weapons. It is also “accurate to 60 feet with area saturation up to 150 feet.” The weapon is routinely used in riot control situations around the world.

According to a video demonstration, the TAC-700 has a “strong psychological influence” on the people it is being used against because it is so loud and sounds like an automatic machine gun.

Although the weapons are being purchased by Immigration and Customs Enforcement, the document makes it clear that they will be used to train Federal Protective Service (FPS) agents.

The total cost of the contract amounts to $498,970 dollars and mandates that delivery of the weapons will be made within 60 days of the award.

Although the contract states that the pepper spray projectiles will be used for “training purposes,” 117,000 of them are inert compared to 120,000 “Live X Projectiles,” which are the most powerful projectiles available on PepperBall’s website, and are designed to be used during riot control situations.

The “riot expansion kits” being purchased by the DHS are holsters that accompany the PepperBall products and can be used to store projectiles. According to one website, they represent, “the perfect non-lethal crowd management tool for gaining compliance over rioters, organized protesters, and unlawful assemblies,” and can be used to, “Gain psychological advantage over unruly crowds.”

The purchase of these items sends another clear signal that the DHS is preparing for some form of civil disorder.

In June it emerged that the DHS was purchasing top of the range body armor and helmets for FPS guards as part of preparations for “riot control situations.” This followed a controversial drill last year dubbed “Operation Shield,” during which FPS agents armed with semiautomatic guns were posted outside a Social Security office in Florida. The unannounced exercise centered around “detecting the presence of unauthorized persons and potentially disruptive or dangerous activities.” Residents were forced to show identification papers to the guards during the drill.

Back in May, FPS guards were stationed outside an IRS building in St. Louis during a Tea Party demonstration, and the DHS has also used its sub-branch to spy on protesters.

As we reported last week, Homeland Security is spending $80 million dollars on hiring armed guards in New York to be used during “public demonstration(s),” as well as “civil disturbances, or other unanticipated events on an as-needed basis.”

Fox News host Neil Cavuto speculated that the guards could be linked to cuts in food stamp benefits set to take effect on November 1st.

(Kit Daniels) – Education Department has spent over $100K in handguns and shotguns.

Since at least 2001, the U.S. Department of Education has been building a massive arsenal of guns purchased through steep discounts orchestrated by the Bureau of Alcohol, Tobacco and Firearms and the U.S. Capitol Police.

The Education Department’s Office of the Inspector General somehow found it necessary to spend over $80,000 on Glock pistols and over $17,000 on Remington shotguns in the past seven years for investigations into “fraud, waste or abuse of Department of Education funds.”

In July alone, the OIG purchased 30 Glock 27s for a total of $10,800, according todocuments released by Muckrock.

Overall, the Dept. of Education is estimated to have over 200 handguns and at least 27 shotguns.

The shotguns even came with Wilson Combat Sights.

“I believe the requested firearms and parts are essential for the safe, effective and efficient operations of [OIG] Investigation Services,” Mary Mitchelson, the former Dept. of Education Inspector General, wrote in a February 2010 memo.

Prior to receiving a firearm, Dept. of Education OIG special agents must complete a training course conducted by the Department of Homeland Security.

In one memo in particular, the OIG requested “10 additional Glock 27 pistols” due to an “increase in hiring.”

Ironically, the Education Dept. is not the only federal agency expanding its firepower outside of the Dept. of Justice.

Back in July, the National Oceanic and Atmospheric Administration bought 72,000 rounds of .40 Smith & Wesson.

The year before, the National Weather Service made a solicitation for 46,000 rounds of .40 caliber jacketed hollow point ammunition.

Also in 2012, the Social Security Administration purchased 174,000 rounds of 125 grain .357 SIG hollow point ammunition to be delivered to 41 locations across America.

SIG Sauer developed the .357 SIG to be the equivalent of the powerful 125 grain .357 Magnum load in common use by lawmen throughout most of the Cold War.

The Department of Homeland Security bought so much ammo last year that it even began censoring the quantity of rounds the agency sought in its solicitations posted on the FedBizOpps web site.

It has been estimated that DHS stockpiled at least two billion rounds of ammunition, enough to sustain the war in Iraq for 24 years.

While the Dept. of Education continues to purchase guns at ease with a steep discount, law-abiding Americans on the other hand are struggling to even find firearms at retail prices in gun stores across America.
